Dunbar (Jayco-AlUla) set his sights on Pavel Sivakov with five kilometres remaining to the finish, before besting the UAE Team Emirates rider and holding off the chasing group with seven seconds to spare.
Enric Mas (Movistar) would later finish second, followed by Roglic (Red Bull-Bora-Hansgrohe) who rode the stage to Picon Blanco in the red jersey after taking it off Ben O’Connor on Stage 19.
For Dunbar, however, this victory – together with his impressive performance on Stage 11 – perhaps carried greater significance than others after his recent bouts with injury.
“I’ve had good times and I’ve had bad times, and it’s all part of the process,” Dunbar said.
“There’s going to be more ups and more downs, that’s just the way life is – I have learned that throughout my career.
“Moments like this don’t come around too often, and I’m just looking forward to sharing them and celebrating them with friends and family.”
The 172-kilometre journey on Stage 20 featured seven categorised climbs and provided plenty of opportunities for riders in the general classification to make a dent in Roglic’s advantage.
In the end, the Slovenian was able to extend his lead at the top to 2’02”, with O’Connor losing four seconds after finishing the stage in sixth place.

Roglic was relieved to get through the day’s action unscathed, but knows he’ll need to be at his best in Madrid when the peloton take on the 24.6-kilometre time trial.
“Definitely one day closer than yesterday, so the right direction,” Roglic said.
“But tomorrow is a GC day, so we have to finish it off.”
Meanwhile, O’Connor’s performance means he is now nine seconds ahead of third-placed Mas on the overall podium, with Richard Carapaz (ED Education-EasyPost) a further 49 seconds adrift in fourth.
The Australian will hope to keep his place on the podium, as will compatriot Jay Vine (UAE Team Emirates) who climbed above teammate Marc Soler at the top of the mountains classification.
